In Sochi during the ‘First All Russian week of Labor Protection’ on April 13 was held an international conference about ‘The Safety of Offshore Development’. ROGWU and the Norwegian petroleum trade union Industri Energi were the organizers, with the support and the participation of the Ministry of Labor and Social Protection of Russian Federation, the Ministry of Energy and the Institute of Professional skill improvement for the executives and experts of the fuel and energy industry of Russia.
The conference was attended by the executives and the authorized representatives of the Russian trade union of sailors, the Social Union of ‘Kazakhstan trade union of oil and gas industry’, the heads of administration of the Murmansk region, the Yamalo-Nenets and Khanty-Mansi Autonomous Okrug and also the representatives of the companies carrying the development of oil and gas fields in the Arctic and sub-Arctic shelf, public and scientific organizations in Russia.
The representatives of Norwegian side were the head of Norwegian petroleum trade union Industri Energi, the Association of Norwegian oil and gas companies NOROG, the Nortrain, the Norwegian Academy of drilling and the Ptil, the Norwegian Agency responsible for safety on shell works. The conference was also attended by Sergey Velmyaykin the First Deputy Minister of Labour and Social Protection of the Russian Federation.
Moderators of the Conference were Valeriy Korzh, the Head of the Department of Working Conditions and Labor Protection and Lev Mironov, the President of ROGWU.
The conference discussed different questions, connected to labor safety and occupational risks when working on the shelf. Speakers noted the difference of approaches to security issues in Russia and Norway. It was decided to create a Russian-Norwegian committee on Safety on offshore operations, aiming to help in administrative decisions in Russia, Norway and international institutes for improving regulatory framework in terms of safety on offshore works. The committee is created with the participation of relevant government structures, scientific and social organizations and business representatives.
During the Conference a tripartite Memorandum between ROGWU, Industri Energi and Kazakhstan oil and gas industry trade union was signed for developing the regulatory framework, controlling the labor safety on the shelf in the northern part of the Caspian Sea.
